Can't open my Add & remove folder!

Downloaded latest microssoft update and lost my ability to use Internet explorer and to open my Add & remove folder! I get the error message that two .dll files are missing:

1: SHLWAPI.DLL containing the SHRegGetValueW file
2: IELIB.DLL

Even though I tried to reload internet explorer I cant without the above. Any Ideas??

sorry did'nt realise you are useing 2000 not xp, will look further.
