Angry all kinds of desktop problems

I am having troubles with all kinds of things on my desktop and can't seem to find the answers anywhere. The problems are as follows.
1) Desktop shows 2 of every icon. When I try to delete one, I can't use the other one at all. When I do want to delete both, I can't. When I delete one and then try to delete the other, I get a message saying that the source file is in use and it won't allow me to delete the desktop item. I have searched for the file and it is nonexistent on my system. I'm computer literate and know my way around, but I have no idea how to fix this. I've tried registry entries, going through smart mode, I have no viruses or spyware running, and I've tried a gazillion other supposed fixes and they do not work. Which brings me to the next issue.
2) I cannot right click on anything on the desktop, including the recycle bin. I can right click while a window is open and I can right click within documents and internet explorer, but not on the desktop...anywhere, even in blank space. Once again I have tried umpteen different fixes, but cannot find one that works. Microsoft has no answers for either issue.
Any assistance would be appreciated.

is this a networked workstation ?

if so has your Admin changed some settings


if not just format the system !!!!!

yeah right

This is a standalone pc. I have one pc networked in but I am the Admin. My inquiry into solutions on this forum was in hopes of avoiding formatting the system. I am computer literate and fairly knowledgable about my hardware, software. I have use of all my programs, this is just an annoyance. There's no reason to lose all the program files on the system for an annoyance. But thanks for the response anyway!

System files must be corrupted. You can use the scannow sfc command if you are sure your system is clean of virus/malware.
