printer problem on client in active directory domain

Server is running Win2003 SE +SP1 and client has WinXP +SP2 +latest updates. User is member of "Domain Users" group. Group "Domain Users" is added into Local Security Policy so members can add drivers and printers locally.

Problem: domain user can not add shared printer (on client), but administrator
can without any problems (on client)

I have setup all Group Policyu settings that are connected to printers and device drivers.

I've checked all results on microsoft.com, google and google groups for keyword "you do not have sufficient access to your computer to connect to the selected printer".

I need help with this

Does the user have elevated local privilege on the local computer ? "Domain User" could install printer with proper domain policy but if the user does not have enough local permission then installing printer is impossible (this scenario does not apply to roaming profile)
