Personally I don't think the Internet Connection has anything to do with it.....being on Admin Account could the problem.....if that is the work computer then I'm sure they must have altered it to users won't install what ever they want on it....best thin to do it for log in as Admin and create a new local account with Admin rights and delete all the old account....then install SKYPE.
