Please HELP?

I'm running windows 2000, an when i shut it down an later on restart it ,it has icons all over the wallpaper. have to go an delete all of them everytime. How can i stop it from doing that? THANKS

Possible problems with the profile.

Best to create a new one and delete the existing one.
