Administrator Access Problem

I have Windows 2000 and everytime I log in as the Administrator and try to install new hardware or anything that would require administrator access, it says "You do not have sufficient security privileges to install or uninstall devices on this computer. Please contact your site administrator, or log off and log on again as an administrator and try again." Naturally, I have tried many times to no avail. I even made two other accounts allowing Admin. access and yet both of those also don't allow me to install new hardware. I don't seem to have any administrator access anymore but all the profiles are listed as having administrator access. I have tried to install the new hardware (digital camera; modem) on each profile I have created, and they all give me the same error message. I went into the Control Panel and tried to access many things and it gives me the message once again. I always had administrator access until one day I made another account that also would allow administrator access and suddenly, both of the accounts no longer have it. I think that maybe somehow that I no longer have access to any administrator tools & so on. Is there a way I can get them back or fix the problem? Am I missing something? Any help is greatly appriciated!

P.S. : Also, I tried to install BellSouth FastAccess DSL on my computer and have 32MB of RAM. The system requirements for FastAccess DSL were 64MB of RAM, so I couldn't install it. Is there a way to get more RAM on my computer without buying a whole new computer all together and if there is, can someone link me to where I can buy it?

Here are my System Properties for my computer:
System- Microsoft Windows 2000; 5.00.2195; Service Pack 4
Computer- x86 Family 5 Model 4 Stepping; 3; AT/AT COMPATIBLE; 32,308 KB RAM

right click, "run as" is the usual fix.
