This is not a solution, but just a suggestion:
In most PC, you could specify the Serial port setting to COM1 or COM2 in BIOS......can you change the COM1 to COM2 in BIOS and see if you PC acts the same way.
The only thing I could think of is BLUETOOTH device, they tend to over write all the COM port setting during installation and re-arrange all setting, do you have a BLUETOOTH device install on your PC ?
