No Serial Port on Win2K on Reboot

I have Windows 2000 on a Dell box and I can't get the COM1 serial port to keep the settings. I've been able to get the COM1 to work when I reinstall the driver for that port. I can logoff and log back on or switch users and the port still works. But under a reboot, it stops working and I have to re-install the driver again to get the port to work.

Does anyone know which registry key will need tweaking to fix this?

This is not a solution, but just a suggestion:

In most PC, you could specify the Serial port setting to COM1 or COM2 in BIOS......can you change the COM1 to COM2 in BIOS and see if you PC acts the same way.

The only thing I could think of is BLUETOOTH device, they tend to over write all the COM port setting during installation and re-arrange all setting, do you have a BLUETOOTH device install on your PC ?
