DHCP problem please help me

hi everyone,

i have a major problem with our dhcp that i hope you will help me with.

first i will explain how our setup is.
we have a range of diffrent locations setup with their own net.
like this

office 1 (192.168.1.X)
office 2 (192.168.2.X)
office 3 (192.168.3.X)

all the way down to x.x.60.x

our main office is at 192.168.200.x
and the dhcp server is at 192.168.200.4

our main dhcp server crashed but the second only gives IP adress to the local office (192.168.200.X)
all the other locations cannot get a IP from the dhcp erver

you guys have any ideas ??
