Icons Missing in Windows 2003

Exclamation Icons Missing in Windows 2003

Dear Fellow Experts

My friend has an Exchange Server 2003 on Windows Server 2003 Standard Edition. I don't know what he did, now the "START" writing in the START button on desktop has dissapeared. Later I find out that all the Local Area Connection icons ( he has 2 network adapters ) are also missing and if you open Device Manager, there is no hardware list there, just blank.

As you can see in Services there are 4 services that is set to automatic but does not start, which are
Microsoft Search
IPSECServicesPolicyAgentCiSvc
Routing and Remote Access
Performance Logs and Alerts

Anyone ever experienced this ? If yes, please tell me how to solve it.

The Exchange Server services are all running just fine.
I have scanned the Windows 2003 with up-to-date antivirus, and it's clean.

Microsoft Search - should be started
IPSECServicesPolicyAgentCiSvc - should be started
Routing and Remote Access - only started when required
Performance Logs and Alerts - only started when required

What happends when you try to start the two services?
For so many files missing you would have to suggest the system is infected in some way. What anti-virus did you scan with?
Is there a backup?
Try malwarebytes and run a full scan. http://www.malwarebytes.org/mbam.php
