CPU usage 100% because of setup.exe & winhelp.exe

I am using Windows 2000 Professional and cpu utilization always shows 100% because of setup.exe & winhelp.exe. Even there are no applications running still the cpu shows 100%. Only setup & winhelp exe's uses 90% cpu.

Any idea what is wrong and why? I appreciate your help.
Let me know whether I need to change any setting?

Goto ...

Start > Run > msconfig > OK > Startup - uncheck the Setup.exe & Winhelp.exe.

Make a note of the paths of the 2 commands that are running, they could be malicious!

Run an up to date virus check and a spyware check (such as Spybot )

When I tried Start > Run > msconfig, it generates error "cannot find the msconfig file...". Any other solution?
