sound skips around, over all lagging

Hi,

I installed Vista ultimate two nights ago, ever since, i noticed that when i move the mouse in circles, it lags at some point like somthing holds the mouse for a millisecond, also when i play music, it hiccups, idk what could be wrong, im RMAing my ram because it failed some of the hardware diagnostic i ran using memtest but is there something else i should look for?
here are the specs

AMD x2 4400+ at 2.21ghz
Corsair XMS DDR400 2x1gb dual channel
GA K8N PRO-SLI mobo
2xXFX GeForce 6800GS no SLI enabled cause I use two lcd's
750w PS
Audigy zs2 sound card
ARMOR LCS case with built in water cooling,
2x75gb 7200rpm in Raid 1 SATA 3.0gb

Running fresh build of Vista Ultimate 32bit w/ all drivers official

over all temp of my proc is avg of 32c

the BIOS config is set to AUTO
