Question Access to svchost.exe is denied.

I have just installed Vista ( still getting to grips with the SOB) and I've found that the task manager service is disabled. This is controlled by the svchost.exe in system32. I cannot start the service or start svchost.exe because "access is denied". I have tried to change the access via the security tab but I'm getting the message " unable to save permission changes, access denied" (yes, I am an administrator). Is there anyone able to assist me please?
