Angry Omg Please Help

Just bought a new hdd for my cpu, so I needed a OS, bought windows vista home basic installed it, again and again, a total of 6 times, The welcome screen never came up! It keeps going back to the install screen and only if I have the disk in the dvd drive. If I don't have the install disk in it come up with Bootmgr missing!
Oh by the way this is my time installing an OS.
Please someone tell me what im missing, need, or need to do!!!!!!!!!

I hook all the cords to the HDD as well as a new dvd drive. Turned the power on the CPU, inserted the OS install disk and followed the directions on the windows booklet.
step 1 select language
step 2 install now, what to know, repair cpu (clicked install now)
step 3 cd code
step 4 upgrade or custom (custom is the only available option)
step 5 where to istall (my disk is shown and highlighted as primary, I just clicked next)
screen came up copying files
expand files
etc
It proceeds through that and needs to restart ( it restarts on its own)
Then starts all over again!!

Yes it where you want to install the OS, it has the options to load drivers
under another option that i cant remimber and advanced options on the right. clicked on the advanced option, it brings up " delete, new, format, and transfer". the transfer option isn't available. I checked all of the hardware and they all work with vista.

Hmmm. I've installed vista twice to a clean unformatted HD (virtual machine install) and it proceeds without any input.
Proceed from a blank HD. The OS has nowhere to install except the blank drive.
