We need a little more info than this before we can help you.
Is this a desktop or laptop? If it's a laptop you'll need to pull the battery from it to completely reset the unit. You should be able to do the same by holding down the power button until it turns off.
Sometimes this can be caused by updates not completeing correctly. Go into the programs from the control panel and check out your windows updated. Delete a couple of the most recent ones and then reboot. Install and let them run. If that doesn't solve it then let the logging of thing run for a few hours. I have set up about 30 computers and I have had it twice now where I had to let the computer sit while I went to bed. When I woke up it was done and it never happened again.
