Modifying System Folder?

I'm trying to add a few files to the C://Windows folder, but it always says that I 'need permission.' I'm the administrator for the computer, and I've tried to give myself ownership of the folder, but it still says that it 'needs permission.' Is there any way to get around this? (Note: I'm using the only account on the computer)
