It seems your specs are ample for the game at high settings, though what happens when you lower the quality settings?
My off the cuff guess is Vista 64 as the problem. Why are you running it when you have 4 gigs of mem?

Minimum Requirements:
Windows Vista/XP
3GHz Pentium IV
1GB RAM
Shader Model 2.0 and 128MB RAM (NVIDIA GeForce 5800 or ATI 9800)

Recommended Requirements:
Intel Core 2 Duo 2.4 GHz (E6600) or better
NVIDIA GeForce 7950GX2 or better
2GB RAM or more

What I mean is, you don't need 64 bit OS for 4 gigs mem.

You would normally use the 32 bit for a game machine. In my experience anyway. If i'm not mistaken the Nvidia Vista drivers are a bit lacking still.

You normally use a 64 bit OS for the mega quads of ram it can address.

I would use XP over Vista anyday, for any purpose.

32 bit SP2/3.
Vista stinks in any form. I have 2 audio workstations and Vista won't get even close to them.
I do have a test install of vista, to keep up with developments.
First thing I did after installing it was head to services to see what I could disable.
Superfetch? Die fiend!!!
