Blinking Vista Start Ball Icon

I've noticed for the past few weeks, when I'm not using my computer, and have the monitor on, I see flashing/blinking of the start ball. It doesn't do this when I'm using either of my systems (desktop and laptop both have vista ultimate). Any ideas?

Is it a screen saver or something? Does it do it when the computer starts up or just while its runing?
