Can't delete a file from desktop in Vista

I've looked in other threads, but I can't find something that is along the lines of the same problem I am having.

I downloaded a music file. Then when it was done, I moved it to my personal folder on the desktop. I renamed it by adding .mp3 on the end of it, to make it a music file. (it had no file extension and the person that uploaded it said to had the .mp3 extension..)

I scanned it, and it had no viruses or anything attached to it.

So I noticed that there was the same file, from before the move, on the desktop. I click delete, and it won't. I try renaming it, and it won't let itself be renamed. Unlocker doesn't register it, either. I tried moving the other file on the desktop and deleting it that way, but to no avail.

Here is a screencapture of the errors that come up.

The first error box is when I try to delete it.

The second box is when I try to rename it.

I have tried restarting several times in hopes that it will go away, but it won't.

Help please?

Question Two things to try....

1. Open an elevated command prompt by clicking Start > All Programs >
Accessories and right-click Command Prompt, then "Run as Administrator".
From the prompt type CD %userprofile%\Desktop and press Enter, now type del
name (where name is the file to be removed, e.g. abc.def) and press Enter.
This should remove the file. If it does not, then keep the command prompt
open and
2. Hit Ctrl+Shift+Esc to open Task Manager. On the Processes Tab, select the
explorer.exe process and end it to halt the desktop. Switch to the command
prompt window and retry the del command. Now go to the Application Tab of
Task Manager and pick 'new task'. Enter explorer.exe and click 'OK' to
restart the desktop.

What exactly is the name of that program? I'm having a similar problem with one of my files on my computer.
