Windows Installer and Updates and more!

I have Windows Vista Home Premium, Service Pack 1

Model: a1720n
Processor: Intel Core 2 CPU
RAM: 1 GB
32-bit

Whenever I try to install/uninstall a program, I get the following message: "The Windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed. Contact your support personnel for assistance."

I have a similar problem when I try to update/download Microsoft .NET Framework.

Also, I can't update anything. I have 29 important updates. Sometimes they will install and then when I restart my computer, they'll go back to being "important updates" and nothing changes.

Some of the Error Codes I get are: 80070641 and 80070643

Any help would be greatly appreciated.
