administrative problems

hi i have a computer from a local school district office building my mother gave me that they were basically tossing out to get newer models its a decent Hp desktop but i cant save run any files or programs cant access certain things and i cant get rid of it using the command prompt does not work neither does hitting f10,11 at restart and going back to factory setting the machine is on lockdown anyway to fix it short of flashing everything and doing a fresh install?????

Taking into consideration where it came from, the likelihood is that it was set up for a non-administrative user with heavy restrictions as to what it can do and be used for, so you probably won't be able to get it running how you would like it to anyway.

It does sound like it would be worth installing a new operating system on it though.
