SHUTDOWN Utility

My new PC shutsdown great when I manually click the shutdown prompts... the PC turns off, everything. However, when I try and use the SHUTDOWN utility within a batch file, the PC only shuts down as far as "It is now safe to turn off your computer" and I then have to manually hit the power button.

How do I emulate the full shutdown in my batch file?
