Is it really a "Phillips UCT1500" or is that what XP is calling it? Pop the case, yank the card and look for a manufacturer and part number. Find the appropriate driver for that card and download it. Uninstall the card from system devices and reboot, when windows comes up finding a pci communication device, manually select the directory that you downloaded the driver.
Failing this, go to the computer manufacturers website and try to download it from there, ie: hp.com, dell.com, gateway.com etc.
