Install/Remove Programs and Install/Remove Hardware Options Dissapeared :(

On my computer I no longer have the Install/Remove Programs or the Install/Remove Hardware options in my control panel, nor can I find these anywhere else. I am not sure what happened to them or how to get them back. I tried doing a system restore but it was unsuccessful. Also, whenever I restart my computer it tries to do a diskcheck and then hangs and never finishes. Is it possible to fix these problems by reinstalling WinXP overtop itself? Or anything else I can do short of reformatting? (shudder) Thanks for any help anyone might have to offer...
