MS Help is not displaying properly for "Local Security Policy" and some other Adminis

Win XP Pro, all Windows Update critical updates are installed.

Start > Administrative Tools > Local Security Policy

The Local Security Policy tool is available and working, but .chm "Help" pages are no longer displaying for it. I last accessed an used Help for Local Security Policy in November, 2003.

More generally, "Help" remains available for the Administrative Tools MMC, WMI Control, System Properties, Shared Folders, and Services. (However, the display for some of these is not as clean as it was formerly.)

Help pages are not displaying for other Administrative Tools components (Indexing Service, Computer Management,
Disk Defragmenter, Device Manager, Disk Mangement, Event viewer, Local Users and Groups, Removable Storage, and
Performance Logs and Alerts)

For Local Security Policy Help (and the other missing Help facilities) I get the error message:

Please try the following:

Open the s: home page, and then look for links to the information you want.

If you typed the page address in the Address bar, make sure that it is spelled correctly.

If you still cannot open the page, click the Internet Explorer Search button to look for similar sites.

http://support.microsoft.com/default...b;en-us;319247 - KB 319247 - has prompted me to verify that the .chm (compiled help) files for these Help facilities are still present on my machine. They are present, and can be opened by double clicking on them. However the links within each of the individual files do not work, which means that the logical tree structure of the help facility no longer exists.

In the Help facility itself, the Left panel tree displays but the pages fail to display.

When the pages which should display are found, and opened by double clicking them, the links within the pages fail to open and display, and the left panel for the page will not display the subtree for that page.

The only recent changes to this machine are application of Microsoft Critical Updates, including the application of Microsoft Security Bulletin MS04-011 Security Update for Microsoft Windows (KB 835732) which addressed multiple vulnerabilities including the Help and Support Vulnerability (CAN-2003-0907).

Perhaps something in that update messed with the KB 810847 from February, 2003 (MS03-004) CR KB 811630, the KB 825119 patch from October 15, 2003 (MS03-044), or some other aspect of .chm help file handling.

Although the current Microsoft Knowledge Base Article 835732 on known issues with MS04-011 does not include issues with .chm file handling, it does state that "The security update that is described in Microsoft Security Bulletin MS04-011 enforces more stringent checks on the validation of metafiles and of the records that they contain."

Does anyone else have problems with the availability of ..chm based Help information after application of this update? Does anyone have any other ideas about what might have made Help pages undisplayable?
