Can't Install Programs

hey everyone. im havin some problems installing programs. Programs like Illustrator 10, Messenger 6.2 arent installing. the most obvious connection i can think of between the programs is that they have all been installed and removed before.

i am getting the following error messages.

- MSN MSNGR 6.2 -
"Error Writitng to File: 'C:\WINDOWS\SYSTEM32\RTCRES.dll'
Please make sure you have access to this directory"

- Adobe Illustrator 10 -
"An Installation support file
C:\Docume1\Owner\Locals\TEMP\....\IsRes.dll' could not be installed.
The system cannot find the specified file."

i have bought Registry Mechanic 3, run a scan and fixed all errors. have fully updated and ran Norton AV2003, AdAware 6.

if you have any ideas on helping me to avoid formatting i would be eternally grateful.

possible meaning:
----------------------
Is your file system FAT or NTFS?
if it NTFS, as i see it, then this error could mean RTCRES.dll is an old MSN file which is protected by your OS

simple thing you can try:
---------------
try to unistall old MSN messanger -> then reboot -> and install new version.

possible meaning:
----------------------
before installation all files extracted to C:\Docume1\Owner\Locals\TEMP\....\ and only then the installation begins...
So this error could mean that that the archive you downloaded is not good because the file IsRes.dll not found in the archive

simple thing you can try:
---------------
try to download the program again, if possible try from different location.
