problem with my windows desktop

something is horribly wrong with my desktop!

when i try to change the background to my desktop, no selections can be made. It's like I'm blocked from selecting any backgrounds. I can't even right click a picture from a webpage and make it my desktop background. When I start up my laptop, it shows me the picture but then the desktop just goes to a normal color or shows me the Activate Webpage Desktop(I think thats what its called) message.

what the hell do i need to do to get this back to normal. its not a huge deal but it is kinda nice to have that image there and it does get kind of annoying every time i start up and i get that message.

whenever I boot my computer up, i still continue to get the ACTIVE DESKTOP RECOVERY message. Is there anyway to resolve this?
