Slow "Executing wlnotify.dll"

When I log onto Windows XP, "Loading Your Personal Settings" takes about 2 minutes. Just a few weeks ago it only took a few seconds. So I enabled "verboseshowmessage" in the registry and found that the file C:\WINDOWS\SYSTEM32\wlnotify.dll is the problem.

I've tried to delete but it keeps voming back.

This file has to do with notifications correct? How can I disable this?

Going into "msconfig" and turning off all "Startup" options, it still loads the wlnotify.dll.

Also in the "Services" tab --> Check "Hide Microsoft Services--> Disable All : wlnotify.dll still executes at startup.

What else can I do?

OK, I got rid of the wlnotify.dll by renaming it then deleting it.
But now every time I logon it takes just as long to "Restore Network Cennections"

Is there any way to get rid of this, what to I need to configure?
