WinXP Pro won't completely load during the start-up.

Like the title says, my WinXP Pro won't completely load during the start-up. It'll load the background image but thats as far as it will get.
No icons or taskbar or any of that stuf. Although I did manage to access task manager through ctrl-alt-del and when I did I was able to scan for viruses. None were detected. I also tried running into safe mode to see if anything different would happen but nope, it still won't completely load Windows. And I also used the system restore feature and went back a month ago and the computer still won't load windows correctly. Can anyone help me, I'd appreciate it greatly. Thanks!

Have you tried getting in by safe mode

If you can get in through safe mode and see if the icons will come up and if so do an error checker or a system restore will work
