Computer wont turn off after shut down

Im having a problem with my cpu's power turning off after I shut down. Everytime I want to turn my cpu off, I have hold the power button down for a few secs for it to turn off once I have done the regular start > shutdown process.

What happens is the screen just goes blank, and the computer just stays on. Any help would be appreciated, thanks for looking!

Cpu specs:

MS Windows XP Home
VIA8K mobo w/ Phoenix award bios v6.00
AMD Athalon 64 3000+
1024MB DDR ram
Nvidia gefoce FX 5700

I would look at that all the process that are running before you shut down your system...Kill few of the manually and try the shut down ... see what happens.... Also, do you know if you have a ACPI power supply of not... older power supply don'r have that open... futher more, go into the BIOS and see if the Power managment is turned on or not (you want it to be ON)
