Common Administrative Tools/All Users1

I have a problem with Common Administrative tools there are some things and programs that wont download because Common Administrative Tools wont grant them access how do i go about getting Common Administrative tools to grant acess?

I have a Dell Computer Pentium II With Windows XP Home Edition on it with a Cable Modem can anybody lend a hand?
