Outlook Express Problemo

Hey guys, i'm new here.
Problem is this:
My mate just upgraded from Win 98 to Windows XP and has had problems with his Outlook Express on his new OS. He has a webmail account and wants Outlook to read his emails. He says it worked with win98 but now it isn't reading any new emails. He copied all his old emails over from his old OS. He says on his webmail account through IE it says he has new emails but Outlook doesn't recognise any new emails coming through.
Any help would be very useful,

Has he looked in OE > Tools > Accounts to make sure he still has an email acount set up and, if so, under the mail tab > porperties > servers tab, whether the info for the incoming, outgoing mail servers is correct as well as the account name ID and server authentication are also correct?

He can still send e-mails so i don't think this is a server problem, there must be something blocking the incoming emails, any more help would be much appreciated
