Can't Change Desktop Background
When I shutdown my PC the other day it was working fine. When I rebooted the next morning my desktop background was all white. I was still able to view the icons. but wasn't able to change the background. If I go into the display properties and select the Desktop tab, I can select and see the new background, but when I click apply it just returns to the white background.
I have searched this and other forums for a solution but haven't found one. Can anyone help?

Click Start-Run and type:
regsvr32 /i shimgvw.dll
regsvr32 /i shell32.dll
See if the problem is resolved. If not, proceed further:
Is Active Desktop Wallpaper set? If so you can remove from the registry (for
stand-alone systems).
Create a System Restore point, or take a valid registry backup.
Open Regedit.exe and navigate to these locations one by one:
HKEY_CURRENT_USER\Software\Mic...
HKEY_CURRENT_USER\Software\Pol... Panel\Desktop
HKEY_LOCAL_MACHINE\Software\Mi...
HKEY_LOCAL_MACHINE\Software\Po... Panel\Desktop
In the right-pane, delete the following values if they exist:
1. Wallpaper
2. WallpaperStyle
Close Regedit.exe and re-login.

I've ran
regsvr32 /i shimgvw.dll
regsvr32 /i shell32.dll
but the problem persists, I still cannot see the picture on the desktop and when I go to properties, I cannot scroll or browse...
I opened Regedit.exe
HKEY_CURRENT_USER\Software\Mic...
Microsoft? --- there was no Wallpaper or WallpaperStyle value
HKEY_CURRENT_USER\Software\Pol... Panel\Desktop
Could not find this path
HKEY_LOCAL_MACHINE\Software\Mi...
Microsoft? --- there was no Wallpaper or WallpaperStyle value
HKEY_LOCAL_MACHINE\Software\Po... Panel\Desktop
Could not find this path
I restarted the computer and the problem persists, I can see the image when the system boots up, but once the desktop icons appear, the screen turns blue. I still cannot see the picture on the desktop and when I go to properties, I cannot scroll or browse...
On 2 separate occasions (a couple weeks apart) the computer shut down on its own and displayed a message stating it experienced an error and Windows shut down to prevent damage to the computer. If its the first time you received this message, restart the computer, etc...
well, i restarted the first time, (the desktop problem began, but the computer worked fine) but now since its happened again, I'm concerned there is a more serious problem. The computer also seems to be working slower than usual.
I ran the Dell Diagnostic (Express Test) and gave me the following error:
Error Code 2F00:B1C
Mesg: Memory Data data bus stress test failure
It passed all other tests.
Please HELP!!!!!

Hi,
I just had the same problem, and found a simple fix which may or may not work for you.
> Right click on desktop
> Select "Properties"
> Select "Desktop" tab
> click "Customize Desktop"
> Select "Web" tab
> Make sure "Privacy Protection" is unchecked
> Click "OK", then "Apply"
That did it for me.
I had a pretty nasty virus that took me all afternoon to erase, and once I had the desktop background was white and couldn't be changed. I suppose that at some point the malware detectors selected this option for my protection.
Hope this helps someone ...

Hey this worked for me too.
I was infected by a malware called Antivirus 2008 and ended up with the same white desktop background problem.
Following those simples instructions above did it for me.
Thank you akalias for taking the time to share this one.
