Question Opening pictures in Windows Explorer triggers TCP Outbound Connection

Opening pictures in Windows Explorer causes TCP outbound connection. Symantec - "TCP is attempting to contact the Internet."

IBM T40 - XP Home Edition
Symantec NIS 2004

Why is Windows Explorer contacting the internet when a picture is opened?
