Why don't I have a "make available offline" option?

I have a Compaq Armada M700 notebook, running XP Pro, but only formatted with a Fat32 file system.
After going to my folder options and choosing to make folders available for offline sharing, I dont actually get the option to enable any shared folder to do this...
My right ckick menu does not have the option?
Is it because of the Fat32 file sytem?
Can anybody help me I feel I have exhausted all other options...thanks in advance

See if the information in the Microsoft article, Use Offline Files When You're off the Network is any help.
