Since a second monitor has the same problem, the trouble is with the signal and that's the video card.
To check the easiest thing first, shut down the computer, disconnect the power cord, open the case and make sure the video card is firmly seated. To be absolutely certain it is, disconnect the monitor from the card, remove the card and replace it back into it's slot. If there is no separate card to which the monitor connects, then it's integrated into the motherboard and there's no way to "re-seat" it.
If that doesn't help, reinstall the video drivers.
If none of that helps, the video is most likely on its way out and will have to be replaced.
