XP ICF question

Hey guys,
This is my first post here and this might be a tough one. This is kind of a tricky situation so let me try and explain.
I have enabled Windows XP firewall protection (ICF). I can still surf the web and access webpage data. I know that webpage data is accessed from port 80 which is the only port that ICF does not block (by default). I do not have any other ports enabled on ICF.
My question is: If I run an FTP server on port 80 with ICF enabled, why can't I access the server from another machine on the same network? I do not have any other firewalls, I am not behind any routers, and I can FTP to the machine on port 80 if the ICF is disabled. Shouldn't port 80 allow data both in and out regardless of which protocol it is?
Like I said, this might be a tricky question, but I'm sure you experts will figure it out. Thanks for any help!

HTTP uses port 80, FTP uses port 21 and Telnet uses port 23. These ports have been predefined in ICF to allow this traffic to safely pass into the network

Thanks for the quick reply! Actually, I'm running the FTP server on port 80. And I still can't access the site.

Have you checked your settings on the advanced tab, click on the Settings button. The setting button is grayed out until you enable the ICF. In settings you can configure specific ports to enable services such as FTP, Web or Telnet

Thanks again for the quick reply bbeard67! I know ports can be configured to allow programs access, but what I'm trying to do is run an FTP server on port 80 (deliberately), which is the same as most webservers and access the FTP site while ICF is enabled on the host machine. I'm just not understanding why I can surf the net, but I can't FTP to it.
