Thumbs up Hardware Protection

I would like to know if there is anyway possible of putting a password protection, on hardware.

E.G a pssword protection of sound, or web cam?

Im using Windows XP Pro.

The only way I can think of is to create another user, and another hardware profile. Link the new HW profile to the new user, and he/she will only access the HW you specify.
