a rather odd problem concerning install and running programs from cd's

After reformatting my computer, I put in my logitech installation cd to install not only my webcam, but Yahoo Messenger. However once i put the cd in the D drive and close the tray, I do not recieve the setup pop-up from the cd and when I try to install other programs like Steam for Counterstrike and Day Of Defeat, I double click the application and instead of seeing the hourglass on the mouse for a couple of seconds then seeing the setup, I see the hourglass for less then a second, then nothing happens.......I know this sounds rather confusing but I do not know how to explain it any simpler

There are known issues about this with SP2 and some older verisons of Windows, remember to update windows. Is the programs showing up in the processes list? What are some of the programs that will work and won't work?

i did update windows, the program does not show in the task manager, and a basically all programs that need ot be downloaded in order to be installed are effected by this..I may just reformat again and see what happens this time

I am trying my hardest. Someone on another forum I particpate to help people is having the exact same problem. I have gave him 25 possilbe soultions. But I am not listing them again. I am going into his computer (Via Remote Desktop Connection). I will tell you what was his probem. It is probably the same soultion. I will keep you updated if I was able to find the problem. I am sorry but I don't think I can help anymore.

Are you logged on as Administrator?

Assuming you are, in My Computer navigate to and double-click on the Setup program on the Logitech Quickcam CDRom. What happens?
