Most likely they're running so can't be deleted.

Boot into Safe Mode and see if you can delete them there.

How do I boot into safe mode? I do not know how and will appreciate directions. I must rid my computer of SpamBlockerUtility, which is like a cancer. Thanks in advance for advice.

Start your computer and keep pressing (not holding) F8 continually until the Boot Menu appears. You can access safe mode from there.
