Error Booting Into WinXP (shlwapi.dll)

hello, ive had a problem booting into windows with 3 computers so far

the error message is this (Explorer.exe)
"cannot find entry point assocgetperceivedtype in shlwapi.dll"

first my computer done it so i ended up reformatting it.
secondly my boss's computer done it so i ended up reformatting that aswell.

now my sisters computer is doing the same thing but ive left it that in search of a solution other than reformatting

i have searched and tried some solutions like replacing the shlwapi.dll file with a new one in recovery console. didnt work got another error in kernell32.dll

tried replacing a couple files (msgina.dll, winlogon.exe, shell32.dll and shlwapi.dll) like it suggest on MS website for a similar error but still got errors

got into windows and tried system restore to a week ago and booted up but still didnt work. i got no error but nothing would load and my mouse would freeze

so basically now i am stuck with that error message as soon as windows starts up. once i click ok i can just see my background, no start menu or desktop files.

i can get into task manager but thats about all. Any help would be greatly be appreciated as im pulling my hair out for the past 3 days
it seems a couple people have been having the same problem lately, stupid windows update

UR PROBLEM IS CAUSED BY WINDOWS UPDATE (KB 867282). IF U CAN USE TASK MANAGER ,OPEN IT, CLICK NEW TASK .... BROWSE......WINDOWS.....SYSTEM 32.....RESTORE......RSTRUI......OPEN
THEN CLICK OK . THE SYSTEM RESTORE SCREEN WILL APPEAR ,U CAN RESTORE UR PC TO AN EARLIER DATE .

Try

Make sure to run an updated anti-spyware program then immediately after that clear your MSCONFIG of unknown and unneeded items.

I beleive it's spyware
