xp hangs and reboots

O.K. need some help. Downloaded vcleaner from Microsoft. It requires to be ran in safe mode. I ran msconfig and opted for safe boot and restarted computer. After the XP screen the monitor screen goes blank, and then theres no activity from hardrive. A few momonets later when you hit a key it reboots, and starts cycle again!!

I tried to put in XP disk and reinstall XP, when it reboots to go to setup it hangs in same spot. I've tried to reboot from last known good configuration, with safe mode W/ networking, with safe mode, and boot normally. Safe mode hangs after certain driver. Nothing seems to work. I need a solution that does not require formating the drive.

Something else when the screen goes blank it is like it goes into hibernation. I have a Microtec lcd monitor.

Hopefully there is a simple fix!!!!!
