Quick Launch bar

I keep the Quick Launch bar visible at all times and have selected it to be always on top of other windows. However, the icon white flags which display program information when you hover the mouse on an icon, are coming up behind the bar, so that I cannot read them properly. Is there any way of enabling these flags to display on top of or above the bar?

Unfortunately not. "Always on Top" means exactly that. You can select "Show Text" as an option which will give you a truncated description of the icon on the bar. I always "Hide" mine so it doesn't cover what I'm working on. Moving mouse up to top edge of screen will open bar.
