new sound card!!

hi all, i was playing grand theft auto and i noticed my sound is all f***ed up. it sounds like they are talking in slow motion or something. is that my sound card or my processor?
my specs are
1.80 ghz
ge force 5900xt
1.00 gb ram

and some onboard peice of shyt sound card. i have been thinking about buying a new sound card for a while now, and i dont know what are the best or what. could anybody lead me somewhere? i would like to buy it from newegg.com too!
