Can't Delete Files in Win XP Pro Temp Folder

I have spent countless hours trying to find what is causing this problem. I did a clean install to rid the drive of it but it has returned. The Windows Temp Folder, when opened shows 101 icons with 0 bytes. They cannot be deleted because they are in use by another person or program. I am the only user.
I am unable to determine what is using them. I have run Trend Micro's House call, ewido, Grisoft's AVG, CW Shredder, HiJack This, Spybot, Spy Doctor, Spy Sweeper, and Adaware all to no avail. If I run this drive as a slave to another XP System and check this folder it is empty. Any and all help greatly appreciated.

Try safe mode to delete them, or try 'Killzero' http://www.bmeworld.com/shannon/tools/

Thanks for the response to my problem. I should have stated that the folder is empty when in Safe Mode. However, I started over with a new hd and loaded XP and all was well. I next installed Grisoft's Anti Virus program and again all was well. I then installed Spy Sweeper and BINGO. Temp folder problem was back. I uninstalled Spy Sweeper Version 4, rebooted and The Temp folder was empty.
Webroot has been informed of the problem.
