Can't remove hotfix

I have a Windows XP sp1 Dell Precision 370 computer and I need to uninstall a hotfix in order for an application -- IDEAS 11NX -- to work on XP. The Dell was preloaded with the hotfix KB828741 and when I go to control panel, Add or Remove programs, I can see the hotfix, but the "Remove" option is not there. I also went to the Windows directory and there is no $NtUninstallKB828741$ directory.

Does anyone know how I can get this hotfix removed? Even if I wipe the computer and reinstall it, the Dell reinstall cd will just put the hotfix right back on, and I don't have a Windows XP professional CD.
