Installing programs on any drive

I have been convinced that it was only possible to install programs (software) on the same drive as the OS. Recently a person told me that he without any problems can install programs on any drive regardless of where the OS I installed. I have earlier experienced problems installing programs on other drives then the "C" where my OS is installed but I can not recall if it was using Win 98, Win2000 or the present WinXP. Anyway I have not tried any other drive then the one with the OS sins I experienced problems.
Really I don't understand why it shouldn't be possible to install programs on any drive.
Grateful for a reply what is right or wrong. If I'm wrong about installing only on the same drive as the OS, are there any exceptions like if you are using a RIDE system?

ok, lets say you have two drives, C: with the os and D: as a storage area. (or one drive with 2 partitions).
you want to install on D:
go to the D: drive and right click a open area and select new, then folder , rename it Program FIles.
now any time you start to install a program and it shows it is going to install to
C:\Program Files\What you are installing
change the C to D and it will go to the D drive instead and the program will register it's self and work fine from that location.
some software installs you will have to click "change" or custom options to select the install path.
i install all my programs on a different drive then my os, makes it faster.
