Very Very Weird Problems with Internet Explorer

Hey

Well, for the last couple of months, ive had to deal with this stupid crap. Ok, this is how it goes. When i click on a link to open a new window i have to right click bottom of the taskbar's Internet Explorer place.

(For Example: The Internet Explorer box down on the taskbar below your screen. I have to right click it, for the new browser or internet explorer page to open up a new window.)

If i dont right click, internet explorer just freezes... and stays there for about 45 seconds, then finally opens the page...

Pentium 4 CPU
ATI Radeon 9800 Pro Graphics Card
SpyBot and Norton Searched (And found now viruses or bad stuff)
512 MB of RAM

What could be the problem? This really pisses me off... please help!
