Browser doesn't open from within certain programs

Hello. I feel I am having this problem ever since I installed Windows XP Service Pack 2. It seems that whenever I try to open a link from any program other than a browser window, the link does not open. For example, if a link is embedded in an installation window, it does not open any more. Any ideas on this one? Is this happening because of SP2, or could there be some other reason?

Version of XP : Microsoft Windows XP, Home Edition, Version 2002, Service Pack 2.
Hardware Setup : AMD Athlon(tm) XP 2000+, 1.66 GHz, 224 MB of RAM
Running Symantec Antivirus Corporate Edition and Zonealarm 5.5.062.004
