IE Security Question

I have two unrelated questions:

#1 - I noticed that I can browse the folders on my hard drive via Internet Explorer and Opera Internet browser. I can also download these files through the browsers. Does this pose a security hole (ie someone hijacks the browser and views the files on my hard drive)? I know I can disable this feature in IE but then I lose the run command feature. Anyone know how I can prevent this from happening without losing the run command? Or, anyone know a good substitute for the run command?

#2 - I am trying to install PartitionMagic trial software on system. The setup program starts and runs normally, but when I go to start the program there are no shortcuts in the start menu. I go to the folder on my hard drive that it installed to and there is no program. I check the add/remove programs in control panel and again, there is no sign of it. I have never seen this before and thought it to be strange. The setup program should be working since my friend used it on his PC. Has anyone seen anything like this?
