Recycle Bin will not empty

XP home edition. Recycle Bin shows no icons in it but when I click on "empty Recycle Bin" it reads "do you wish to delete these 65 items. Click Yes and it sounds like they go. But click again on "empty Recycle Bin" and again it says " do you wish to delete these 65 items.

Any help appreciated

do you have norton system works, or protected recycle bin...or any software that had a unerase wizard. If you had one and removed it...so on.
if you didnt have those...
if you have a xp cd drop it in the drive, go to start>run>type
sfc /scannow
run it and let it repair it's self.
then do a disk check by going to my computer>right click the system drive and select tools. now select check now in the error checking box and select it to use full scan options and repair damaged files.
